Fatos Tarifa: Response to reactions after my article about Mayor Veliaj

By Fatos Tarifa/ A note of mine, published yesterday in DITA newspaper about the two main candidates for the leadership of the capital's municipality, Veliaj and Kelliçi, aroused many reactions. Most positive, but some, even from people I consider friends and well-wishers, were not.

To those who only criticize the current mayor of Tirana and close their eyes (because they don't want to see) before the big changes that have happened for the better in our capital, I say:
In Tirana I see development. I see more and better schools, even if the teachers may not always be better. But teachers are not prepared by the municipality. I see visible improvements in the streets, in the sewers, in the squares, in the sidewalks, in hygiene, in the quality of the air, in the aesthetics of the city.

High buildings, which some people "hate" or are afraid of, do not bother me and their height does not scare me; on the contrary, I like it. They make Tirana a modern city. Let's not forget that we are leaving almost a quarter of the 21st century behind. No city, anywhere in the world, remains today what it was 50 years ago, with the possible exception of Reykjavik.

I don't care what kind of people are the ones who buy apartments in the new and very expensive buildings in the center of Tirana, nor what businesses rent offices in them, as long as we live in a capitalist society. And a capitalist society, like a free market society, is not and cannot be an egalitarian, egalitarian society, nor centralized and commanded by the state, or by the municipality, which is the state at the local level.

I see new residential blocks in and outside of Tirana and, generally, these are better and more functionally planned and built. I also see playgrounds and entertainment for children.

Although parking in Tirana remains a big and unsolved problem, at least in the center of Tirana, but also far from the center, buildings without parking are no longer being built, while many public or private parking lots alleviate the situation somewhat.

I have no illusions and I don't expect anyone to think and appreciate the changes that are happening in our capital and the work or merits of the municipality and its mayor over the past eight years, as I do.

Unë jam shprehur publikisht se tre mandate në krye të qeverisë kombëtare, si kryeministër, janë shumë dhe se një mandat i katërt për të njëjtin kryeministër socialist nuk do të ishte një lajm i mirë, nëse partia socialiste fitonte sërish zgjedhjet e vitit 2025, siç dëshiroj të ndodhë.

Por bashkia e një qyteti, edhe bashkia e kryeqytetit, nuk është një qeveri kombëtare. Bashkia është institucioni që administron punët dhe kujdeset për shërbimet dhe mirëqenien e një komuniteti njerëzor në një territor të dhënë.

Nëse këto shërbime ofrohen nga bashkia cilësisht e në vijimësi, një individ mund të qëndrojë në krye të saj për aq kohë sa shumica e qytetarëve–gjjthnjë shumica, jo të gjithë–votojnë për të.

Në Boston kam njohur dikur kryetarin e bashkisë së atij qyteti, të ndjerin Thomas Menino, e cili e drejtoi bashkinë e atij qyteti për 21 vite me radhë (nga viti 1993 deri më 2014, kur vdiq). Në Shtetet e Bashkuara, sot që shkruaj, janë 15 kryetarë bashkish që janë zgjedhur në atë detyrë nga komunitetet e tyre (në shtete si New York, Michigan, Ohio, Texas, Kentucky, South Carolina dhe North Carolina, Connecticut, Tennessee, Minnesota, Mississippi, Illinois, Virginia dhe West Virginia apo Geirgia), për më shumë se 40 vite pa ndërprerje dhe janë ende në detyrë.

Kryetari aktual i bashkisë së Rotterdamit, Ahmed Aboutaleb, edhe pse i lindur në një fshat të Marokut, është zgjedhur në këtë detyrë nga roterdamasit, pa ndërprerje, qysh nga viti 2009, pra për 14 vite me radhë. Po kështu, kryetari i bashkisë së Berlinit, Klaus Wowereit, qëndroi i zgjedhur në atë detyrë për 13 vite (2001-2014).

Nuk ka pse zgjatem me shembuj të tjerë. Mua, siç theksova më sipër, më shqetëson qëndrimi për një kohë të gjatë në krye të qeverisë i kryeministrit të vendit, edhe nëse partia që ai drejton fiton në zgjedhjet legjislative. Kjo, siç kam vënë në dukje me kohë, rrezikon krijimin e një despotizmi kryeministror. Mua më shqetëson qëndrimi në krye të një partie politike i të njëjtin person (Berisha dje (por edhe sot), Rama dhe Meta sot). Kjo e kalçifikon partinë dhe rrezikon krijimin e drejtimit absolutist të saj prej një njeriu të vetëm.

But I am not worried at all if the majority of the citizens of Tirana, or Gjirokastra, decide to vote again for Erion Veliaj in the capital and Flamur Golem in my parents' hometown. If the citizens of Tirana and those from Gjirokastri vote for their re-election as the head of the municipality, it means that they are generally satisfied with the way Veliaj and Golemi have administered their cities and served the needs of the citizens in these cities. Who doesn't understand that much?!!
