Russian President Vladimir Putin has no plans to congratulate Donald Trump, Kremlin spokesman Dmitry Peskov said.
"Let's not forget that we are talking about an unfriendly country that is directly and indirectly involved in the war against our country."
Peskov said Russia is carefully monitoring information on the US election and is unlikely to give an official assessment until it sees "concrete words and actions".
"We have repeatedly said that the US is able to help end the conflict. Of course, this cannot be achieved overnight."
When asked if Trump might be offended by Putin's lack of congratulations, the Kremlin spokesman added: "It is virtually impossible for relations to deteriorate further. Relations are currently at their lowest point in history."
