Rama on the situation in Kosovo: I submitted to Macron and Scholz a draft Association created by independent internationals

In a press conference, Rama spoke about the situation in the north of Kosovo. Rama says that Serbia has done what it has always done, while Kosovo is doing something it has never done before. The Albanian Prime Minister declared that he has submitted an association draft elaborated by independent American and European experts to Macron and Scholz.
"The situation in the North of Kosovo is unfortunately taking on the proportions of a political tragedy for the Republic of Kosovo. The statements of our strategic allies regarding this situation are increasingly alarming. It is incomprehensible the reason for the reluctance of the Kosovo authorities to de-escalate a situation that Kosovo is clearly losing every day and every hour. Serbia is doing what it has done before, while Kosovo is doing something it has never done before. And it is being universally blamed by all the strategic allies of the Albanian nation. In the conditions when the relations of the allies with Kosovo are taking alternative tones and it is in danger of taking longer, if Kosovo, and I wish and pray that it does not happen, will be sanctioned for its attitude, I am here to share an unknown fact to date.
I have known for a long time that the Gordian knot of the dialogue would be the association of municipalities with a Serbian majority, and my conviction is that none of the parties wants the association and will do their best to push it by keeping the crisis open with all kinds of artifice. I believe every day more and more that the creation of the association is the key to finally opening the door to the international affirmation of Kosovo, its recognition in the United Nations and international forums. Yesterday I forwarded to Macron and Scholz, a draft of the association about which I informed the Council and the American side. It is a draft worked by high-level American experts for a long time. This is done in case this day comes. This day when the parties, in this case incomprehensible is the position of Kosovo and not Serbia, since the parties are no longer agreeing on who should write this text,
The association is a draft of points for citizens living in the North of Kosovo. The association aims to represent the collective interests of the municipalities in the north of Kosovo, in particular in the field of education, health, urban and rural planning as well as the economy.
